It will be 15 minutes from the agreed meeting time. Once that time has elapsed, the referee may apply W.O. to a pair that does not show up.

You may change partners as long as you have not played the first match of the tournament and you have notified the umpire in advance. The replacement partner must be of a similar or lower level than the partner being replaced, never of a higher level.

Only until the registration deadline; once this deadline has passed, registration fees will no longer be refunded.
